Ganga Expressway Project
Infrastructure giant Jaiprakash Associates has bagged the prestigious Rs 40,000 crore Ganga Expressway Project, beating a consortium by Anil Ambani`s Reliance Energy, Unitech India and others.
The Uttar Pradesh state cabinet in its meeting here today approved the name of JP Associates as the developer for the 1,047-km expressway, which would link Noida to Ballia, passing through 19 districts along the bank of river Ganga, state`s Industrial Development Commissioner Atul Kumar Gupta told reporters.
Earlier, an empowered committee headed by the state Chief Secretary P K Mishra had recommended the proposal of JP Associates for the project, he said.
The price proposals of five companies --Gammon India, Unitech India, Zoom Developers Consortium, Reliance Energy Consortium and JP Associates -- which had made bids for the project were referred to the empowered committee after a scrutiny by bid evaluation committee, Gupta said.
Gupta said JP Associates had sought the "lowest development rights" and hence was awarded the project.
He said that JP had sought 30 thousand acres of land valued at Rs 293 crore, which is the minimum.
The 1,047 km expressway, which promises to reduce travel time from Ballia to Noida to about 10 hours is aimed at developing regions in the state by opening of 10 major economic and development zones of 4-5 thousand acres each alongside the way.
Gupta said the whole project was divided into four parts and bids were invited for each of them separately as well combining them all. The four parts are Noida-Fatehgarh, Fatehgarh to Dalmau, Dalmau to Aurai and from there to Ballia.
The price proposals of JP Associates were found to be the lowest for three parts while zoom developers had emerged as the lowest bidder for one of the parts.
JP Associates, however, bagged the project as its combined bid for the four parts were found to be the lowest, he said. Adding that the project was likely to be completed within four years time.
In reply to a question, Gupta said that the state government had not received any "formal objection" from the national highway authority of India on the expressway project.
He said the social impact of the project is under study, but rejected an assertion that it would cause floods. The expected rise in agriculture production through better irrigation and double cropping of the 3-4 lakh hectares of land would more than offset the loss to be suffered by acquisition of the land for the project, he said.
JP has sought 30 thousand acres of land for the project. Earlier, launching the project on January 15 Chief Minister Mayawati had said as far as possible barren and non-farm land would be acquired for the project and landowners would be given adequate compensation.
