3 Years On, LIDA Finally Gets Some Investors Like Uppal And HCL Shown Interest Investing In LIDA
Three years on, the Lucknow Industrial Development Authority (LIDA) has finally started to receive offers from national and international investors for the construction of this Lucknow-Kanpur industrial corridor, coming up in central UP.
Launched by the Mulayam Singh Yadav government in July 2005, international firms like Saudi Arabia-based Al Oula Development Company, UK-based London International Hospital and Indian companies like Uppal and HCL have recently shown interest investing in the LIDA.
These offers will be entertained once the 2,000 acres of land needed to start the first phase of the project is acquired, said an official. Around 83 villages on the Lucknow-Unnao Highway have been notified under the LIDA. Among them, 29 villages fall in Lucknow and 34 in Unnao. According to another official, the land acquisition for the first phase — involving four villages in Lucknow — is nearing completion.
Earlier, LIDA had faced problems in arranging finance for the project. Now, HUDCO has been roped in to finance the scheme. It will provide Rs 73.5 crore of the Rs 77 crore compensation money needed to pay the land owners. The remaining will be funded by the state government.
“The Authority has already deposited Rs 30 crore as compensation amount with the additional district magistrate (Land Acquisition) against the land cost, required under Section 4/17 (notification) of the Land Acquisition Act,” a senior government official said.
The LIDA, conceptualised with an aim to shift industrial investment from the Ghaziabad/Noida to the Lucknow/Kanpur side, will function on the pattern of Noida and Greater Noida.
On July 28, 2005, LIDA had come into existence through an asadharan (extraordinary) government gazette notification. The notification had stated that “the 70-km area stretching from Lucknow to Unnao district and comprising 83 villages shall be an ‘industrial development area’ to be called Lucknow Industrial Development Authority”.
While the Remote Sensing and Application Centre had conducted a remote sensing of the area, the New Delhi-based School of Planning and Architecture is currently preparing the master plan of the area. “The Master Plan is almost ready to be put up before the LIDA Board for its approval, following which, the business offers will be considered,” said Vivek Varshney, LIDA Additional Chief Executive Officer.
The Authority has so far received offers for an international hospital branch, software technology park, brewery, bio-technology park, power grid, food and beverages unit, mega-township and computer literacy centre among others.
